Building on Strong Leadership at Substance

Substance is pleased to announce the appointment of  Betsy Chaly  as Executive Director, effective February 17, 2026. Betsy brings extensive experience in the not-for-profit sector and a deep commitment to advancing social impact across Canada.  

Most recently, she served as Executive Director of the Elizabeth Fry Society of Ottawa. Previously, she held communications and marketing leadership roles with national organizations including  United Way Centraide CanadaIndspire, and the Canada Media Fund. 

“Betsy brings a thoughtful, collaborative leadership style and a deep commitment to community well-being”, said Tom Kennedy, Board Chair. “Her experience in both organizational leadership and national communications will be instrumental as we continue to expand our impact across Canada.”

I look forward to working with the team, Board, and community partners to build on this impact and continue supporting youth and families across Canada.” 

Betsy succeeds  Chantal Vallerand, whose leadership over nearly seven years helped expand Substance’s national reach, strengthen partnerships with schools and community organizations, and advance evidence-based prevention education for youth, families, and professionals. Chantal will continue to support the organization as a member of the Board of Directors. 

As Substance enters this next chapter, our mission, programs, and partnerships remain strong and unchanged. We look forward to continuing this work and building on the momentum already underway.
